Malteser International through a local implementing agency has been implementing a resilience project titled: “Using a One Health approach to strengthen the resilience of the semi-nomadic population in the border region of Kenya and Ethiopia.” The cross-border project targets the Gabbra and Borana people living in northern Kenya and southern Ethiopia. The project sought to reduce the spread of zoonotic diseases in arid and semi-arid lands (ASALs) and thus improve the resilience of people – especially pastoralists who are suffering greatly from the effects of climate change. GARTS was contracted to undertake the evaluation and was involved in designing the final evaluation approach and methodology including survey tools, mobile survey tools, Data collection, Data Analysis and Report development.
Evaluation Methodology
The final evaluation a doped a mixed-methods approach using both quantitative and qualitative techniques and utilized the OECD – DAC key evaluation criteria in assessing the relevance, effectiveness, efficiency, impact, coherence, and sustainability. In addition, the evaluation conducted;
- Risk analysis
- Partner and stakeholder analysis
- SWOT analysis
Prior to kicking off the evaluation, a desk study and a document review was conducted which informed development of the survey tools; the consultant ensured the evaluation questions were aligned with the objective, outputs and outcomes of the project as well as previous assessments. The desk study was followed by semi-structured interviews, focus group discussions (FGDs) and key informant interviews with key stakeholders

Data Collection Process
In Northern Kenya: The data collection exercise identified and recruited research assistants from the Maikona ward (Marsabit county) and prior to undertaking data collection, the enumerators were trained and translations were done jointly to ensure uniformity while asking the questions. Upon completion of the training, the evaluation team conducted a pre-test to the survey tools for consistency and flow which informed final revisions on the survey tools. Data collection was conducted for 5 days.
In Southern Ethiopia: The data collection exercise identified and recruited research assistants from the Dire Woreda (Borana zone) and prior to undertaking data collection, the enumerators were trained and translations were done jointly to ensure uniformity while asking the questions. Upon completion of the training, the evaluation team conducted a pre-test to the survey tools for consistency and flow which informed final revisions on the survey tools. Data collection was conducted for 5 days.
Data Analysis and Report Writing
Prior to analysis, the consultant undertook data cleaning which involved identifying responses that were improbable (outside the normally expected range) or impossible – outliers, inconsistent data, etc. During the analysis, descriptive statistics was generated for each question to show frequencies, proportions, and averages.
Thematic coding and analysis was conducted for qualitative data by coding themes and patterns that were important and associated to specific research questions and have been incorporated in the report to triangulate quantitative findings
A draft report was prepared in line with the format required. The consultant presented key findings to the Project Team and incorporated the comments or additional information in preparing the final evaluation report.
