Planning & Evaluation
Donor: UNHCR
Region: Dollow, Baidoa, Dhobley, Beledweyne, Bosaso and Kismayu Districts.
UNHCR’s drought response interventions targeted to support IDPs with cash transfer for their households. Displaced households experience several challenges in the camps including inadequate food, WASH facilities, lack of necessities (i.e. non-food items), among others; and this results in mental health issues among majority of them due to depression and stress. The goal of the CBI was to improve their psychosocial well-being by addressing their needs of food, shelter and accommodation, amongst other necessities
The post-distribution monitoring (PDM) aimed to assess how UNHCR’s CBI was delivered and experiences of recipients regarding different aspects of the program, extent to which the cash assistance provided to targeted people of concerns able to meet their most pressing needs and (if any) what are their unmet needs and coping strategies resorted to respond to any shortfalls; how the cash transfer has contributed to specific outcomes. The outcomes include increased ability to meet immediate consumption needs; access to secure accommodation/shelter; improved well-being; improved psychosocial well-being; and reduced resort to harmful coping strategies. Data Cleaning and Coding
A consultant from GARTS was involved in developing data cleaning and coding frameworks. During data cleaning, the consultant performed cross-tabulations of related variables to ensure consistency, investigate the internal logic between related variables and corrected any mistakes before actual data analysis commenced.
Qualitative data collection was mainly done through KIIs and FGDs. The consultant developed coding frameworks – thematic Coding and Analysis involved identifying passages of text that are linked by a common theme or idea and then indexing the texts into categories to establish a framework of thematic ideas. Thematic coding identified key themes arising from the qualitative data that were aggregated into summary reports (in word format) using NVIVO

Data Analysis
During the analysis, descriptive statistics were generated for each indicator to show frequencies, proportions, and averages
Final Report Submission
The consultant developed draft reports and shared with the project team members to give their comments and provide additional information for incorporation. The draft report was refined to incorporate comments from project staff resulting to production of the Final report. Upon submission of a final report, the consultant reviewed and updated the existing M&E plan with figures and corresponding targets, sources, etc.
