Planning & Evaluation
Donor: Estonia Ministry of Foreign Affairs
Location: Eastlands, Nairobi
The project was implemented by FCA in partnership with NGO Mondo between September 1, 2021 – March 31, 2023. The objective of the project was to contribute to the enhancement of Kenya’s human capital development in the creative industries sectors and ensure that the targeted individuals have a reliable and sustainable source of income. This was to be achieved through a two-phased training – digital competency training by NGO Mondo and creative industry training by FCA
The overall purpose of this evaluation was to assess the performance of the project against its intended objectives and establish the level of success with respect to the activities, achievement of outputs, outcomes and any impacts realized amongst its targeted and non-targeted participants of the training. GARTS was involved in designing the evaluation approach and methodology including survey tools, mobile survey tools, Data collection, Data Analysis and Report development.
Evaluation Methodology
The end-term evaluation a doped a mixed-methods approach using both quantitative and qualitative techniques and utilized the OECD – DAC key evaluation criteria in assessing the relevance, effectiveness, efficiency, impact, coherence, scalability and sustainability of the project; in addition, the evaluation assessed scalability of the project for future programming interventions.
Prior to kicking off the evaluation, a desk study and a document review was conducted which informed development of the survey tools; the consultant ensured the evaluation questions were aligned with the objective, outputs and outcomes of the project as well as previous assessments. The desk study was followed by semi-structured interviews, focus group discussions (FGDs) and key informant interviews with key stakeholders

Data Collection Process
The data collection exercise identified and recruited enumerators from the informal settlements in Eastlands and prior to undertaking data collection, the enumerators were trained and translations were done jointly to ensure uniformity while asking the questions. Upon completion of the training, the evaluation team conducted roll-play amongst themselves in order to pre-test the survey tools for consistency and flow which informed final revisions on the survey tools. Data collection was conducted for 6 days.
Data Analysis and Report Writing
Prior to analysis, the consultant undertook data cleaning which involved identifying responses that were improbable (outside the normally expected range) or impossible – outliers, inconsistent data, etc. During the analysis, descriptive statistics was generated for each question to show frequencies, proportions, and averages. Thematic coding and analysis was conducted for qualitative data by coding themes and patterns that were important and associated to specific research questions and have been incorporated in the report to triangulate quantitative findings. A draft report was prepared in line with the format required. The consultant presented key findings to the Project Team and incorporated the comments or additional information in preparing the final evaluation report.
