Planning & Evaluation
Donor: Living Water International
Location: Butere, Kakamega county
Butere WASH Program Area (WPA) that was implemented by LWSC between 2013 and 2021. The program was funded by Living Water International and implemented in Butere Sub-County, Kakamega County, Kenya. Implementation was done in Households, Schools, Churches and Health Facilities. LWSC commissioned a baseline survey in 2012 through which benchmarking of WPA indicators was done in the three thematic areas; improving access to safe and clean water, adoption of good sanitation and hygiene behaviours, and community mobilization through gospel proclamation.
LWSC designed the WPA in 2013 with a goal of improving the health, wellbeing and spiritual nurture of the communities in Butere Sub-County by improving access to safe and clean water, improving adoption of appropriate sanitation and hygiene and practices, improving spiritual nurture in the community through community mobilization and gospel proclamation. During the design, LWSC projected implementation of activities to take a period of 5 years (2013 – 2017), however, the mid-term review in 2017 informed an extension of the WPA for another 4 years (2017 – 2021). The program adopted amongst other approaches, a multi-faceted approach that involved integration of WASH and CM & GP interventions in schools, churches, health facilities and the community in general.
Evaluation Methodology
LWSC commissioned an endline to assess the relevance, effectiveness, efficiency, impact, and sustainability of the Butere WPA; draw lessons and best practices to the program stakeholders; Knowledge, Attitudes and Practices (KAP) relating to Christian witness, water, sanitation, and hygiene practices in the community; and foundational information for developing an easily adaptable WPA exit guide to inform phase out of future programming of its WPAs.
he end of project evaluation a doped a mixed-methods approach using both quantitative and qualitative techniques and utilized the OECD – DAC key evaluation criteria in assessing the relevance, effectiveness, efficiency, impact, coherence, and sustainability of the project.
Prior to kicking off the evaluation, a desk study and a document review was conducted which informed development of the survey tools; the consultant ensured the evaluation questions were aligned with the objective, outputs and outcomes of the project as well as previous assessments. The desk study was followed by semi-structured interviews, focus group discussions (FGDs) and key informant interviews with key stakeholders

Data Collection Process
The data collection exercise identified and recruited enumerators and prior to undertaking data collection, the enumerators were trained and translations were done jointly to ensure uniformity while asking the questions. Upon completion of the training, the evaluation team conducted roll-play amongst themselves in order to pre-test the survey tools for consistency and flow which informed final revisions on the survey tools. Data collection was conducted for 20 days.
Data Analysis and Report Writing
Prior to analysis, the consultant undertook data cleaning which involved identifying responses that were improbable (outside the normally expected range) or impossible – outliers, inconsistent data, etc. During the analysis, descriptive statistics was generated for each question to show frequencies, proportions, and averages. Thematic coding and analysis was conducted for qualitative data by coding themes and patterns that were important and associated to specific research questions and have been incorporated in the report to triangulate quantitative findings. A draft report was prepared in line with the format required. The consultant presented key findings to the Project Team and incorporated the comments or additional information in preparing the final evaluation report.
