Donor: BMZ
Location: Isiolo County, Kenya
The SCORE project was funded by German Federal Ministry for Economic Cooperation and Development (BMZ) through Hoffnungszeichen | Sign of Hope e.V. (SoH) and implemented by a local organization (MID-P) between 1st April 2021 – 31st March 2024 and funded by German Federal Ministry for Economic Cooperation and Development (BMZ) through Hoffnungszeichen | Sign of Hope e.V. (SoH).
The project sought to contribute to the sustainable livelihood of the people of Isiolo County by increasing resilience to the impacts of climate change and increase levels of climate change adaptation capacity at the micro (1,500 households), meso (45 community organizations), and macro (policy makers, government agencies, institutions).
GARTS was involved in designing the mid-term evaluation approach and methodology including survey tools, mobile survey tools, Data collection, Data Analysis and Report development.
Evaluation Methodology
The end of project evaluation a doped a mixed-methods approach using both quantitative and qualitative techniques and utilized the OECD – DAC key evaluation criteria in assessing the relevance, effectiveness, efficiency, impact, coherence, and sustainability of the project. In addition, the evaluation conducted;
- Risk analysis
- Partner and stakeholder analysis
- SWOT analysis
- Market analysis
- Gender analysis
Prior to kicking off the evaluation, a desk study and a document review was conducted which informed development of the survey tools; the consultant ensured the evaluation questions were aligned with the objective, outputs and outcomes of the project as well as previous assessments. The desk study was followed by semi-structured interviews, focus group discussions (FGDs) and key informant interviews with key stakeholders

Data Collection Process
The data collection exercise identified and recruited enumerators from the six wards across Isiolo county and prior to undertaking data collection, the enumerators were trained and translations were done jointly to ensure uniformity while asking the questions. Upon completion of the training, the evaluation team conducted roll-play amongst themselves in order to pre-test the survey tools for consistency and flow which informed final revisions on the survey tools. Data collection was conducted for 10 days.
Data Analysis and Report Writing
Prior to analysis, the consultant undertook data cleaning which involved identifying responses that were improbable (outside the normally expected range) or impossible – outliers, inconsistent data, etc. During the analysis, descriptive statistics was generated for each question to show frequencies, proportions, and averages. Thematic coding and analysis was conducted for qualitative data by coding themes and patterns that were important and associated to specific research questions and have been incorporated in the report to triangulate quantitative findings. A draft report was prepared in line with the format required. The consultant presented key findings to the Project Team and incorporated the comments or additional information in preparing the final evaluation report.
