Planning & Evaluation
Donor: Norwegian Refugee Council (NRC) Somalia
Region: Luuq and Beletweyne Districts.
It is crucial to highlight that the severe drought situation in Somalia has significantly amplified the challenges related to Housing, Land, and Property (HLP) faced by displaced communities in Luuq and Beletweyne. As a coping mechanism, many newly displaced households affected by drought and conflicts are integrating into existing IDP settlements, despite unclear tenure arrangements, which further exposes them to the risk of forced evictions.
Forced evictions, as a violation of HLP rights, remain a major concern and have a detrimental impact on the overall protective environment for newly displaced populations, perpetuating their social marginalization and hindering their access to durable solutions. Moreover, the lack of adequate housing in overcrowded IDP settlements poses additional risks, particularly for women and children vulnerable to gender-based violence, including rape and physical assaults.
The main objective of the needs assessment was to identify the needs related to Housing, Land and Property (HLP) rights for the IDPs, returnees and the host communities in both locations to inform HLP interventions. The assessment also examined the current situation for the displaced people in terms of tenure security and access to related tenure rights on exercising HLP particularly, having a home, free from the fear of forced eviction. GARTS was involved in Designing and Executing the assessment – Data collection , Analysis and Report development.
Data Cleaning and Coding
The consultant was involved in developing data cleaning and coding frameworks. During data cleaning, the consultant performed cross-tabulations of related variables to ensure consistency, investigate the internal logic between related variables and corrected any mistakes before actual data analysis commenced.
Qualitative data collection was mainly done through KIIs and FGDs. The consultant developed coding frameworks – thematic Coding and Analysis involved identifying passages of text that are linked by a common theme or idea and then indexing the texts into categories to establish a framework of thematic ideas. Thematic coding identified key themes arising from the qualitative data that were aggregated into summary reports (in word format) using NVIVO.
