Planning & Evaluation
Donor: Bureau of Population, Refugees and Migration (BPRM), USA
Location: Kakuma and Kalobeyei settlements, Kenya
Right to Inclusive and Safe Education (RISE) project in Kalobeyei Settlement and surrounding host community in Kenya that was implemented between 1st August 2021 – 31st July 2022 (12 months) and funded by Bureau of Population, Refugees and Migration (BPRM).
The project sought to address the specific needs of the most vulnerable children, including CwDs, OOSC and overage learners within the refugee settlement through strengthening child protection and referral systems, addressing the psycho-social needs of teachers and learners, and ensuring the participation of children in their own decision-making regarding education and protection.
GARTS was involved in refining the survey tools, development of mobile survey tools, Supporting Data collection. Data Analysis and Report development.
Evaluation Methodology
The end-term evaluation a doped a mixed-methods approach using both quantitative and qualitative techniques and utilized the OECD – DAC key evaluation criteria in assessing the relevance, effectiveness, efficiency, impact, coherence, and sustainability of the project.
Prior to kicking off the evaluation, a desk study and a document review was conducted which informed development of the survey tools; the consultant ensured the evaluation questions were aligned with the objective, outputs and outcomes of the project as well as previous assessments. The desk study was followed by semi-structured interviews, focus group discussions (FGDs) and key informant interviews with key stakeholders

Data Collection Process
The data collection exercise identified and recruited local enumerators and prior to undertaking data collection, the enumerators were trained and translations were done jointly to ensure uniformity while asking the questions. Upon completion of the training, the evaluation team conducted roll-play amongst themselves in order to pre-test the survey tools for consistency and flow which informed final revisions on the survey tools. Data collection was conducted for 15 days.
Data Analysis and Report writing
Prior to analysis, the consultant undertook data cleaning which involved removing any cases that were outside the inclusion criteria and identifying responses that were improbable (outside the normally expected range) or impossible – outliers, inconsistent data, etc. The consultant performed cross-tabulations of related variables to ensure consistency, and investigated the internal logic between related variables and corrected any mistakes before actual data analysis. During the analysis descriptive statistics were generated for each indicator to show frequencies, proportions, and averages.
Thematic coding and analysis was conducted for qualitative data collected through FGDs and KIIs, and it involved identifying passages of text that were linked by a common theme or idea and then indexing the texts into categories to establish a framework of thematic ideas. The consultant conducted thematic coding by examining and recording themes and patterns that were important and associated to specific research questions. The review identified key themes arising from the qualitative data which have been incorporated in the report to triangulate quantitative findings.
